Conservation Area ReviewUpdate: June 2002 Full text of the review, including maps of the current Conservation Area boundary, are now available - Click here Preserving Appleby's Historic CentreUpdate: We received the following from the District Conservation Officer in March 2002: 'Further to a resolution of the Planning Group of 26 February 2002, the District Council has decided not to confirm the Direction dated 12 October 2001 made pursuant to Article 4(2) of the Town and Country Planning .. Order in respect of properties in the Appleby Magna Conservation Area'. Roughly translated that means that the new restrictions imposed on changing external features on properties in the Conservation Area will no longer apply after 12th April. The standard restrictions on Conservation Area properties still apply, and the Conservation Area boundary is still extended to include Black Horse Hill and Old End. Following the Conservation Area Review earlier this year, in August 2001 the District Council voted to extend the Conservation Area to include areas of Black Horse Hill and Old End. The Council's Appraisal has now been officially adopted as Supplementary Planning Guidance (September 2001). In addition, the Council has made a Direction that most external alterations to properties within the Conservation Area are now subject to planning permission. This includes such things as replacement windows, porches, any form of extension, alterations to chimneys and roofs, and any painting or decoration of external elevations which front the highway or open space (in other words, painting or changing anything that is visible to the public). The aim isn't to stop repairs and renovations, but to ensure that they are in keeping with the character of the Conservation Area. (This is known as a Direction pursuant to Article 4(2) of the Town and Country Planning (General Permitted Development) Order 1995.) The Council listed the following properties which are subject to the new Conservation Area regulations: Church Street, numbers 21, 27, 29, 31, 33, 35, 35a, 37, 37a, 39, 41, 43, 45, 47 and 51 Mawbys Lane, numbers 2, 4, 7 and 25 Top Street, numbers 3, 4,10, 18, 32, 34, 36 and 38/40 Black Horse Hill, numbers 1, 5, 10, 11, 12, 13, 19, Bramble Cottage, 23, 24, 26, 28 and 30 Old End, numbers 11, 15, 17 and 19
To apply for permission to make changes to property in the area, or for more information about Conservation Areas in general, contact the Planning Department at North West Leicestershire District Council in Coalville (01530 454545). The District Conservation Officer is Alan Harvey.
Listed Buildings
The properties within the Conservation Area that are excluded from the list above are (mostly) listed buildings and therefore already subject to planning constraints. For completeness, here's the list of listed buildings in Appleby:
Grade I: Sir John Moore School Grade II*: The Moat House, St Michael's and All Angels Church Grade II: Appleby House (Appleby Parva), 4 Atherstone Road (Appleby Parva), Westhill Farmhouse (Austry Road), 17 Church Street, Church Farmhouse (Church Street), The Almshouses (Mawbys Lane) and the wall to the front of the Almshouses, Gate piers and wall of the Church, The Dovecote at the Moat House, Threshing Barn at Hall Farm, The Old Rectory and its Coach House and Stables (Rectory Lane), Side Hollows Farmhouse (Birds Hill), Outbuildings to the right of Sir John Moore School, Entrance gates/piers and wall of the school, the Black Horse Inn (Top Street), Home Farmhouse (Top Street), and numbers 1, 8, 12, 14, 16, 24, 26 and 42 Top Street.
Land around the Moat House is scheduled as a National Monument (number 17061). |
